GreenSpark team 0265 · checkpoint 23 October 2026 · not sent
One corridor. Hazelmere. The other three substations were checked and did not yield a card that is both early and unnamed.
These figures are draft planning data. They are not a Western Power connection offer, not a price, and not a project return. The network row is the March 2026 draft Transmission System Plan, Appendix E, Table 2, “Forecast peak utilisation for highly loaded ZSS”. Western Power’s own disclaimer says the plan is information only and must be checked before anyone relies on it.
Hazelmere · City of Swan · light industry · WAPC 15 April 2026
Local structure plan for Lots 23, 24 and 25 Stirling Crescent, prepared for the Stirling Crescent Hazelmere Consortium. The Western Australian Planning Commission approved it on 15 April 2026. The witness date on the endorsement page is 23 April 2026. It expires 23 April 2036. Each owner intends to develop their own lot. No subdivision is proposed.
Plan: spn-2412, Lots 23–25 Stirling Crescent, Hazelmere
| Lot | Name on the plan | Area on the title table |
|---|---|---|
| 23 | Five owners. Names are only in the attached certificate of title, which is not copied here. | 3.749 ha |
| 24 | Ridgeport Hazelmere Pty Ltd | 5.1597 ha |
| 25 | Lot 25 SCH Pty Ltd | 4.100 ha |
The plan’s summary table says 12.31 hectares in total: 10.5 hectares light industrial and 1.8 hectares resource enhancement wetland. The lot table adds to 13.0087 hectares. Both numbers are printed in the same document. A search on 23 October 2026 did not find a news story naming Ridgeport Hazelmere, Lot 25 SCH, or the consortium. The plan itself says Lot 25 is already approved and developed for hardstand and open-air storage, so that lot is no longer an early signal.
The plan states that supply is from the Hazelmere substation at the corner of Bushmead Road and Central Avenue, that the network “has limited available capacity and may need to be reinforced”, and, later, that the substation “currently has very limited capacity with less than 5KVa available at the time of writing.” If capacity is short when they build, the plan says the developer pays to reinforce the network.
Draft Transmission System Plan, March 2026, Appendix E. Hazelmere: 27 MVA. Utilisation 116% in 2026, then 117, 114, 117, 124, 128, 125, 131, 126, and 129% in 2035. Stage “I”. No target year. No planned action on that row.
The substation is already over full, and the draft plan gives no year for a fix, so a new industrial load is not a case where a cable is the cheap answer. The plan does not state a megawatt load. The “less than 5KVa” line is spare capacity in the servicing report, not the demand of these lots, and it is not a connection offer. Against the 15 MVA / about 75 hectare traditional lump, 10.5 hectares of light industry is a smaller piece. It cannot be scored against the ceiling of under 10 MW of connection, about 5 MW of load, and no more than 4 MW of contract maximum demand, because those numbers are not in the document.
Hazelmere · Metropolitan Region Scheme amendment 1434 · gazetted 11 August 2026
About 3.22 hectares of Lot 3 (diagram 48364) Midland Road, plus 2,316 square metres of an adjacent road reserve, moved from Rural to Urban on 11 August 2026. The same notice put that land into the Industrial Development zone of City of Swan Local Planning Scheme 17. The purpose written on the notice is further planning for light industry. The balance of Lot 3 was already Urban. The land was a construction and demolition landfill. It sits in Precinct 9A of the Hazelmere Enterprise Area Structure Plan. The April 2025 amendment report and the gazette notice do not name an owner.
Notice: MRS amendment 1434 · Report: April 2025 amendment report
Owner: blank.
A search on 23 October 2026 did not find a news story naming a builder for amendment 1434. A 2024 sales listing for lots at 355 Midland Road names Johnson Property Group as the agent for a light-industrial estate. That listing is not this amendment, and it is not treated as the owner.
Same Hazelmere row as card 1. 27 MVA, 116% in 2026, stage “I”, no target year, no action on the row. The amendment report does not contain a Western Power capacity quote.
3.22 hectares is a leftover piece of a lot that is already partly industrial, not a new estate. No public megawatt figure. The same substation constraint applies: already over full, no dated fix. Too small to assume, and too undocumented to reject. Contamination is a separate statutory process. The report says the Water Corporation can connect water and wastewater, and that the developer funds any extension.
Hazelmere · structure plan lodged June 2025 · not a clean unnamed card
Draft structure plan over Lots 651 and 39 Stirling Crescent, Lots 58 and 83 Bushmead Road, and Lot 93 Hazelmere Circus. The plan says 21.149 hectares. City of Swan council considered it in November 2025. A February 2026 development-assessment file still described it as not yet determined by the Commission.
Plan file: DA-1343/2025, Hazelmere Special Use Area 16
Owners are printed in the plan, so the owner line is not blank: G-Trading Pty Ltd (Lot 39, 5.5100 ha), Stirling Brass Founders (WA) Pty Ltd (Lot 651, 5.2763 ha), Sammy & Co (WA) Pty Ltd (Lot 58, 4.43841 ha), Maiolo Development Pty Ltd (Lot 83, 3.02921 ha), Callo (D, G and N) (Lot 93, 2.53861 ha). The same February 2026 file names Rise Urban, for CWS Corp Pty Ltd, on hardstand applications for Lots 39 and 651. A person is already attached. It fails the “no builder in the news, and no one on the document” test. Same Hazelmere substation row. No megawatt figure in the plan.
No one was contacted. NCMT polygons are still behind a Landgate login, so these cards are documents, not a map of the feeder.
